Vatican II neither condemned nor mentioned atheistic communism. In the analytical table of the Council Acts, the following words are not found at all: Communism, Marxism, socialism.

Vatican II failed to condemn communism: Petition to condemn communism suppressed...

"I say this evening, as your God, that on that date, as promised at Fatima, satan entered My Church upon earth. He brought with him his agents—and satan himself, the deceiver of all mankind, sat in on Vatican II and maneuvered all the outsiders to come in and distort My doctrines and distort the truth.
     "At Fatima, My Mother tried to warn of this coming event, but who cared to listen? Who was interested in listening?" - Jesus, June 18, 1986 

The following excerpt is taken from the book, Fatima: Tragedy and Triumph by Frère François de Marie des Anges:

Less than ten days after the opening of Vatican II, on October 20, 1962, during the discussion of the “Message to the World,” at the third intervention, Cardinal Ferretto, who was moreover warmly applauded, along with three other prelates, was astonished that this first declaration of the Council should totally ignore those persecuted behind the Iron Curtain. At once, Cardinal Liénart, who was presiding, interrupted the session to give this warning: “I demand that you do not repeat what has already been said.”[1] He wanted those ‘outrageous’ complaints against Communism to cease for the sake of the two Russian Orthodox observers. 

However, a good number of Council Fathers did not resign themselves to the silence of the Council over the errors of Russia and the Communist persecutions. On the eve of the closing of the second session, December 3, 1963, Bishop de Proença Sigaud, was able to deliver to the Cardinal Secretary of State petitions addressed to the Sovereign Pontiff, and signed by more than 200 Council Fathers belong to forty-six nations, in order to have a special schema prepared in which “social Catholic doctrine would be exposed in all its clarity, and where the errors of Marxism, Socialism and Communism would be refuted on philosophical grounds.”[2] A request formulated in vain: Communism wasn’t even mentioned in the constitution plan of “The Church in the Modern World,” which was submitted to the Fathers during the third session, in autumn, 1964. Consequently during the discussion of its paragraphs on atheism, Bishop Yu Pin, rector of the Catholic University of Formosa, in Free China, demanded in the name of the seventy bishops, the addition of a chapter, or at least the adjunction of a solemn declaration on Communism. The Chinese Bishop advanced compelling arguments as these: 

“Communism is a militant atheism and a coarse materialism. In a word, it is the compilation of all heresies, and thus it should be treated as such, if the truth is to be defended.” The Council “should dispel the confusion created by the doctrine of peaceful co-existence, by the politics of the ‘outstretched hand,’ by ‘Catholic Communism,’ as they say, all strategems destined to help Communism create obscurity, doubt, or at least hesitation in the spirit of Christians. In this matter, complete clarity is now required.”[3]  

But the pastoral “finality” was otherwise. Two weeks later, November 5, 1964, did not Cardinal Alfrink declare to the aula (conference hall): “Our pastoral solicitude aspires to the good seed even in the Communist world.”[4]

The revised plan of the constitution on “The Church in the Modern World,” presented at the beginning of the fourth session, never contained the least mention of Communism. Also, on October 9, 1965, Bishop de Proença Sigaud and Bishop Marcel Lefebvre delivered to the secretariat general of the Council a petition signed by 334 Fathers,[5] demanding the condemnation of Communism. The text of that petition explained: 

“At each period of time, Councils must unmask and banish the errors which spread underhandedly, such as they are in concrete reality and not in abstracto. Now today, the most virulent and most dangerous form, under which atheism is incarnated and acts, is Communism. That is why the second Vatican Council must speak about Communism, by explicitly calling it by name, as Pius XI did in the encyclical Divini Redemptoris. 

“If the Council did not speak about Communism, its silence would be interpreted by the faithful—unjustly but inevitably—as a tacit abrogation of everything that the last Popes have said or written against Communism, as well as the repeated condemnations of it from the Holy Office. The bad psychology and the discredit for the Magisterium of the Church which would result from it, would be of immense gravity. More easily could the Church be accused of opportunism, of false witness, of being more concerned about Jews suffering persecution rather than Christians. Communism ardently wishes and hopes for that silence of the Council, and that is very significant. There is no doubt that Communist propaganda will pull out all the stops to interpret in its favor this silence of the Council. From it there will result an enormous confusion of ideas among the faithful.”[6]

That petition was not communicated to the members of the joint Commission charged with drafting the official report concerning the schema, then in discussion, and for good reason! It was put aside by Bishop Glorieux[7] who could not commit such a felony and such a breach of honor as covered up by the highest authorities of the Church. “Everyone knew about the existence of the petition, Father Rouquette relates. The members of the Commission of schema XIII were astonished that it had not been communicated to them, and they assumed that it had been stopped by higher authority. I believe I know that, questioned by one of those responsible for schema XIII, Paul VI would have dissuaded a new condemnation of Communism, such as the petition demanded.”[8]  

In the words of Bishop Hauptmann, Bishop Garrone “enjoyed special powers to pull off on time and in difficult circumstances that schema to which Paul VI attached great importance for the aggiornamento of the Church.” Now, in the Council aula, November 15, 1965, that French prelate asserted that “this procedure [of not hanging on to the petition of an express and formal condemnation of Communism] appeared to the commission as perfectly consistent, on the one hand, to the “pastoral finality” of the Council, and on the other hand, to the express will of Popes John XXIII and Paul VI.”[9]   

Vatican II therefore neither condemned nor mentioned atheistic communism. In the analytical table of the Council Acts, the following words are not found at all: Communism, Marxism, socialism.

He confessed to me quite evenly that it was he who caused the disappearance of the petition of the Bishops demanding the condemnation of Communism. That good Bishop Glorieux told me quite kindly that several attempts had been made previously in order to get the condemnation of Communism, and that they had always been set aside as not being consistent with the spirit of the Council.” (Personal correspondence)
