Washington on Thursday said Russia's move to plant its flag on the seabed under the North Pole has no bearing on claims for rights to the mineral-rich subaquatic territory.

"I'm not sure of whether they've put a metal flag, a rubber flag or a bed sheet on the ocean floor," said State Department spokesman Tom Casey, in response to news that Russia had deposited a banner of rust-proof titanium as a symbol of Moscow's claim over a vast expanse of the Arctic floor.

"Either way, it doesn't have any legal standing or effect on this claim," he said.

The spokesman added: "It certainly to us doesn't represent any kind of substantive claim, and I certainly haven't heard anyone else make the argument that it does."

The US reaction came after six Russian explorers successfully made the descent to the ocean floor in two Mir mini-submarines to plant the flag.

Billed as the first successful expedition to reach the ocean floor under the North Pole, the explorers hope to establish that a section of seabed as an extension of Russia's landmass.

But that claim has been greeted with derision in much of the world, including in Washington.

Casey noted that Russia's claim is based on its role as a signatory to the Law of the Sea Treaty, and observed that the United State has not signed that agreement.

Even so, he said, even under that accord, "I don't think that ... whether they went and spray-painted a flag of Russia on those particular ridges is going to make one iota of difference," Casey said.

Putin says Russia needs strong army...

Russia needs to build up its armed forces and intelligence potential in the face of new security threats including U.S. military plans in Europe, President Vladimir Putin told his top brass on Wednesday.

"A comprehensive strengthening of the armed forces is one of our unquestionable priorities," Russian news agencies quoted Putin as telling a Kremlin meeting of top military and security service officers.

Lavish praise for the role of the Russian military and calls to build up national defence are traditional for such annual meetings at which the president announces new nominations and hands out new ranks to senior staff.

This time Putin said defence and security officials had new reasons to step up their efforts apart from threats caused by terrorism and local conflicts.

"There are a number of other global threats," he said. "The United States is becoming more active in pushing forward plans to deploy new bases in Eastern Europe; the ratification of the Conventional Forces (CFE) in Europe treaty has stalled."

Russia has threatened to pull out of the CFE pact, signed in 1990 to limit the number of heavy weapons deployed between the Atlantic Ocean and the Urals Mountains, accusing the Western partners of failing to ratify it.

NATO members refuse to ratify the CFE treaty, amended in 1999 to reflect new realities after the Soviet Union collapsed and its Eastern Bloc ceased to exist, until Russia meets its promise to withdraw troops from ex-Soviet Moldova.

Putin has said Washington's plans for bases in Bulgaria and Romania and to deploy elements of its missile defence shield in Poland and the Czech Republic are the last straw pushing the Kremlin to its decision on the CFE pact.

Russia rejects U.S. assurances that interceptor missiles in the Czech Republic and a radar in Poland were intended to avert potential missile attacks from countries like Iran and says the real target was Russia.

The Kremlin also says elements of the U.S. missile shield and new bases in Europe would damage the strategic balance of forces on the continent.

"The current task of the military is strengthening combat readiness of the army and the navy, equipping them with most modern weapons and other military hardware," Putin told the generals.

"The enhanced capability of troops should be strictly tested in (military) exercises," he added.

Rows over the missile shield and CFE have highlighted new rifts in relations between the West and resurgent Russia, seeking to revive the global role it lost after the collapse of the Soviet Union.

Putin, who will step down next year after eight years in power marked by strong economic growth, has said that Russia's new assertive policy aimed to secure its strategic interests rather than fuel a new Cold War.

The president, a former officer of the Soviet era KGB security service, made clear Russia's SVR foreign intelligence service also had a stong role to play.

"The international situation and domestic interests require that the SVR step up its potential, first and foremost in supplying the national leadership with information and analytical data," Putin said.

Russia's Putin: More military, more spies...

President Vladimir Putin vowed Wednesday to strengthen Russia's military capability and step up spying abroad in response to U.S. plans to build missile defense sites and deploy troops in Eastern Europe.

"The situation in the world and internal political interests require the Foreign Intelligence Service to permanently increase its capabilities, primarily in the field of information and analytical support for the country's leadership," Putin said at a meeting with senior military and security officers in remarks that were posted on the Kremlin's Web site.

The Foreign Intelligence Service is a successor agency to the KGB.

Putin did not identify specific nations as targets, but officials in the United States and Britain have said recently that Moscow has intensified its spying in those countries.

Putin said U.S. plans to station troops in Eastern Europe and Washington's intention to base missile defense sites in Poland and the Czech Republic pose security challenges for Russia. Washington says the facilities are necessary to protect the U.S. and Europe from missiles launched by Iran or other rogue states.

Putin has proposed that the U.S. use a Soviet-built radar base in Azerbaijan for missile defense. U.S. officials have questioned whether the facility is technically compatible with American systems.

On Wednesday, Putin said Washington was stonewalling. "Alternative ways of protection from hypothetical missile threats which we proposed have been left unanswered," he said.

"All-round strengthening of our military forces is one of our indisputable priorities," Putin said, promising to continue equipping the military with new weapons.

Putin also criticized the United States and other NATO members for failing to ratify an amended version of the 1990 Conventional Forces in Europe (CFE) treaty, which limits the deployment of tanks, aircraft and other heavy non-nuclear weapons around the continent.

Earlier this month, Putin suspended Russia's participation in the treaty and threatened to withdraw from it completely if NATO nations do not ratify its amended version, which was signed in 1999, to reflect changes since the 1991 Soviet collapse.

NATO members have refused to do that until Russia withdraws its troops from the former Soviet republics of Moldova and Georgia.

Putin said the old version of the CFE treaty counted arsenals of former Soviet satellites and republics which are now NATO members as part of the Soviet bloc. In particular, it counted weapons in the ex-Soviet Baltic nations of Estonia, Latvia and Lithuania as part of what was the Soviet Baltic Military District.

"Maybe I should appoint one of you as its commander?" Putin said wryly.

Russia's relations with the United States and other Western nations have grown increasingly acrimonious amid Western concerns that Russia is edging away from democracy and Kremlin suspicions about the West's intentions.
