India learns from Uganda: New AIDS strategy rejects failed UN approach - will focus on abstinence, fidelity...

One of the only national programs ever to effectively combat HIV/AIDS was the Ugandan ABC program, which focused on abstinence and being faithful to one partner.  Now the Indian national AIDS committee is adopting this same approach in their effort to curb HIV/AIDS rates.

A spokesperson for India's National Council of Educational Research and Training (NCERT) told the media yesterday that sex-education taught to students will focus on abstinence and fidelity, not condoms and 'safer sex.'

This announcement came after a meeting involving officials from NCERT and the National AIDS Control Organization (NACO), who, under the guidance of director-general Sujatha Rao, have advocated fighting AIDS with values, not condoms.

"There will be no mention of condom or safe sex in the revised module on life-skill education program. But we will be focusing on the aspirations of the youngsters and will also talk about being faithful to one's partner and abstinence. There should be no hypocrisy on the subject," said Rao, as reported by the Indian press.

"The youngsters need to get the right information. The children are growing in an unsafe environment," she added.

Originally a module was created to introduce sex-education into Indian schools to fight the spread of AIDS that promoted condoms and 'safer sex' techniques.  The module, however, which included a flipchart with graphic illustrations of the human anatomy, was met with a nationwide uproar that led to seven states and many educationalists rejecting it.

The module was formulated under the direction of the UN Children's Fund (UNICEF), which is known for dumping condoms into developing nations as a means of fighting AIDS, despite hard data that shows no country has ever significantly reduced their AIDS rate using this method.

Before the new module receives final revisions, which are slated for October, secretaries of state, NGOs, as well as teachers and parents will be given a chance to review its contents and provide feedback.

The Indian decision, rejecting the usual intense pressures to adopt failed UN and other international agency strategies, could have major international repercussions on AIDS programs in other nations. Eventually expected to surpass China as the most populated nation in the world and with an economy that is also rapidly becoming one of the world's largest, India's international influence on AIDS and many other issues is becoming substantial.

Uganda First Lady decries increase in risky sexual behavior while West threatens to pull funding over Ugandan "homophobia"...

At the premiere of the soon-to-be-released documentary "Miss HIV" in Kampala, the wife of Uganda's president, Janet Museveni, lamented the rise in dangerous sexual behaviour in the country and the resultant rise in HIV-AIDS rates.

According to New Vision, Musevini said that Ugandans are abandoning behavior-based solutions to HIV-AIDS in favour of methods, imported from the West, that only serve to perpetuate the disease.

"It is not too late to reverse the trend," she said. "We can adopt our own indigenous solutions, which are less expensive and are 100% sure of preventing the spread of this deadly disease. I find it very baffling how we could throw away what worked, and embrace ideas from elsewhere. Then we watched as rates of infection soared again to claim lives."

Musevini's words echoed those of anti-AIDS crusader Sam Ruteikara, who wrote in the Washington Post several weeks ago that Western methods of combating AIDS, which strive to protect casual sex at all costs, are being imported into Uganda and are resulting in a rise in risky sexual behaviour and the overall HIV-AIDS rate.

Ruteikara lamented that the West's encouragement of dangerous behaviours leads to an increase in the need for expensive anti-retroviral drugs. Foreign aid money, he said, could be better spent on successful AIDS-prevention strategies. "For every African who gains access to HIV treatment, six become newly infected," he said. "To treat one AIDS patient with life-prolonging anti-retroviral drugs costs more than $1,000 a year. Our successful ABC campaign cost just 29 cents per person each year."

The ABC program heavily emphasizes abstinence and fidelity as a sure means to AIDS-prevention, and promotes condoms only as a distant last resort. Under the ABC program Uganda successfully reduced its HIV-AIDS rate from 21% to 6%.

However, at the same time as Uganda's first lady has draw attention to the recent increase in HIV-AIDS due to dangerous sexual practices, a prominent Western activist has demanded that foreign aid should be withdrawn from the country on account of its "homophobia."

On Friday July 18, Peter Tatchell, the well-known founder of the pro-homosexual organization Outrage!, called for an end to US aid for, "viciously homophobic countries like Jamaica, Pakistan, Saudi Arabia, Uganda, Iraq and Nigeria."

"Tyrannies should not be rewarded: No US aid for anti-gay regimes," he said.

Earlier this month Tatchell, along with Ugandan homosexualist activist, Kizza Musinguzi, protested a meeting of traditional Anglicans in London, over their stance in favour of traditional Christian sexual morality. The two activists singled out the Ugandan church for its efforts to curb homosexual activity.

The Anglican Church in Uganda, including such well-known anti-AIDS figures as Pastor Martin Ssempa and Rev. Sam Ruteikara, strongly oppose homosexuality. As part of its AIDS-prevention activism the Church has long worked to discourage dangerous homosexual sex.

Statistics show that the HIV-AIDS infection rate is by far the highest amongst homosexual men. The most recent UNAIDS report reveals that in the Kenyan port city of Mombasa, a incredible 43% of men who only have sex with men were infected with HIV. The numbers were similarly high in Zambia, where 1 in 3 men who only have sex with men were found to have HIV. A 2006 report from the Public Health Agency of Canada revealed that this trend is not only isolated to developing nations, with 51% of Canadians infected with HIV found to be homosexual men.

According to New Vision, earlier this month Uganda's president, Yoweri Museveni, expressed his disagreement with homosexual behaviour. Marriage, Museveni said at a betrothal ceremony, is meant for the continuation of the human race.

Kenyan first lady said "the condom … is causing the spread of AIDS in this country"

In what came as a shock to some, US First Lady Laura Bush promoted condom use "every time" in the pages of the Washington Post on December 1st.  Writing on World AIDS Day Bush urged: "Practice safe sex," and advocated the "correct and consistent use of condoms" which she said, "means not just occasionally, but every time."

Of note, Mrs. Bush suggested her approach was following the example of "our African counterparts".  She wrote: "Let's take a cue from our African counterparts and follow the ABC method of prevention: Abstinence, Be Faithful, and the Correct and Consistent Use of Condoms."

The ABC method gained fame first and foremost in Uganda where the advance of AIDS was stopped in its tracks with a focus on abstinence and fidelity, with condoms as a very distant last resort - but more on that later.

So, Mrs. Bush's exact African counterpart would be in this instance Ugandan First Lady Janet Museveni.   And that is where this story becomes really interesting.

Rather than taking a cue from her African counterpart as Mrs. Bush suggests in her Washington Post piece, the US First Lady has, by advocating condom use, taken the exact opposite stance to Mrs. Museveni.

In her message for World AIDS Day last year, the Ugandan First Lady also spoke of condom use, but from a completely different perspective.  "I would not be caught advising you to take any shortcuts or compromise your lives by using any device invented by man, such as condoms, in order to facilitate any desire to go against God's clear plan for your life," Mrs. Museveni told students at the Uganda Christian University, Mukono.   "God's plan for your life is that you should honour your body because it is His temple."

Warning the young people that they should not be complacent as HIV infection rates rise, Mrs. Museveni asked them to encourage other students to abstain from premarital sex.

This stance of the Ugandan First Lady is not new, it was the approach which led to Uganda's world-renowned success in fighting AIDS.  In 2004 Mrs. Museveni spoke to over 2000 youth at a conference in the national capital of Kampala telling teens to ignore those who push condoms noting that companies which promote such products are after money. "Don't give your airtime to anyone talking to you about using condoms," Ms Museveni said. Adding she could "not be apologetic" for objecting to them. Rather she encouraged the young people to practice "God-centered" self-control.

Now which First Lady's advice is best to be taken when dealing with AIDS? 

Well let's see - in Uganda with the ABC program where condoms are a very last resort, the campaign has been so successful as to be likened to a highly effective vaccine.  It has reduced HIV transmission rates from 18% to 6%.

The US as well as other Western nations have been pushing condoms on Africa as a supposed means of controlling the spread of AIDS.  This despite the fact that a meta analysis on "Condom Promotion for AIDS Prevention in the Developing World: Is It Working?" published in the medical journal 'Studies in Family Planning' in March of 2004, found that "In many sub-Saharan African countries, high HIV transmission rates have continued despite high rates of condom use." The study noted further that, "No clear examples have emerged yet of a country that has turned back a generalized epidemic primarily by means of condom distribution."

AIDS activists in Africa are furious with the West and its push for condoms and permissive sex education for youth.  With a 2003 UNAIDS report showing that condoms are ineffective in protecting against HIV an estimated 10% of the time, can anyone be surprised that Africans are upset with the West proposing a bio-hazard Russian roulette for their children?

Writing in the same paper Mrs. Bush chose for her condom push, Edward Green, a medical anthropologist with 25 years of experience in Africa, and a senior researcher at the Harvard School of Public Health, whp noted the failure of condoms to affect HIV rates.  In an article published November 29, 2003 in the Washington Post, co-authored by Tanzanian Professor Wilfred May, Green wrote "The African countries with the highest levels of condom availability -- Zimbabwe, Botswana, South Africa and Kenya -- also have some of the highest HIV rates in the world." 

With those facts, it is no wonder that another African First Lady - Kenya's Lucy Kibaki has joined Uganda's First Lady in calling for abstinence and fidelity as the only ways to bring AIDS under control. Speaking to school girls last year, Mrs. Kibaki said that sexual abstinence before marriage, not condoms, was essential to preserving their lives and futures. "Fellow citizens, this gadget called the condom … is causing the spread of AIDS in this country", she said.

Let's hope Mrs. Bush takes some of her own advice and takes a cue from her African counterparts.

Asked what he would do if pushed on the issue by the state, Bishop Sheridan indicated that he would likely rather have the Church pull out of hospitals than compromise the faith.  "If I personally were being pushed on this and had to make the decision by myself, I'd have to question whether or not we could continue that particular ministry if the state were going to force us to act contrary to Catholic teaching, to the Catholic conscience," he told LifeSiteNews.com.

The truth is that there is absolutely no doubt about how the Plan B pills work. Just ask the manufacturer, Barr Pharmaceuticals, whose product insert states: "This product works mainly by preventing ovulation (egg release). It may also prevent fertilization of a released egg (joining of sperm and egg) or attachment of a fertilized egg to the uterus (implantation)." (My italics.) It's that third item that makes Plan B an abortion-causing drug. The same can be said for every chemical contraceptive.
