Pro-life groups and lawmakers are continuing to raise the alarm over the healthcare reform package President Odama is aggressively pushing through both the House and the Senate. The groups are urging Americans to oppose the healthcare overhaul, as pro-abortion lawmakers are insisting that abortion must be included in the basic healthcare package that all public and private insurers will eventually be required to cover.
Leading pro-life Congressman Chris Smith (R-NJ) at a Washington press conference today questioned: "Why the rush to enact Mr. Odama's exceedingly expensive, complex and potentially ruinous health care restructuring plan without the benefit of comprehensive hearings on and through a vetting of the actual bill text?
"Odamacare is the greatest threat ever to the lives and wellness of unborn children and their mothers since Roe v. Wade was rendered in 1973," he said.Smith noted that a study by the Planned Parenthood's Guttmacher Institute showed that the widened availability of abortion through government funding increases the number of unborn children killed by 20%-35%.
"Odamacare opens the spigot of public funding and does more to facilitate abortion than any action since Roe. This is the big one!" said Smith.
Another "egregious flaw" in the bill, said the congressman, is its requirement that all insurance providers contract with "essential community providers" - a mantle eagerly taken up by Planned Parenthood in a media campaign last month.
"In other words, all health insurance companies will be compelled by the Odamacare to contract with abortion clinics or simply not be certified to do business," said Smith.
Further evidence of the hidden abortion expansion in the bill came during a meeting of the Senate Health, Education, Labor and Pensions (HELP) Committee last week, when Sen. Orrin Hatch asked for confirmation from Sen. Barbara Mikulski (D-Md.) as to whether the funds would cover abortion providers such as Planned Parenthood.
Following the meeting, Planned Parenthood immediately launched a petition to tell Sen. Hatch "to stop lying about health care legislation," and claimed that the senator was "falsely claiming that the amendment mandates abortion coverage."
However, it was Mikulski who admitted in the exchange that Planned Parenthood clinics and their abortion services would be subsidized by the healthcare plan, though she appeared reluctant to answer the question.
HATCH: "...Would this include abortion providers? I mean, it looks to me like you're expanding it to... for instance, Planned Parenthood. Would that put them into this system?"
MIKULSKI: "It would include women's health clinics that provide comprehensive services and under the definition of a woman's health clinic, it would include, uh, it would include, uh, Planned, uh, Parenthood clinics. It would, um, it does not expand in any way expand a service. In other words, it does not expand, um, uh, or mandate abortion service."
HATCH: "No, but it would provide for them."
MIKULSKI: "It would provide for any service deemed medically necessary or medically appropriate."
HATCH: "Well, I would have a rough time supporting it on that basis. I just wanted to get that clarified. Thank you."
Later, Hatch asked, "Madam Chairman, would you be willing to put some language in [about] not including abortion services? Then I think you would have more support."
Mikulski answered, "No, I would not, uh, be willing to do that at this time."
Accordingly, the committee yesterday rejected amendments offered by the National Right to Life Committee that would have explicitly excluded abortion from the bill.
On Friday, an amendment introduced by Mikulski known as the Women's Health Amendment passed by a 12-11 margin. Capitol Hill pro-lifers expect that the broad language of the amendment will provide the gateway to abortion coverage in the federal plan.

Unless legislators take steps to make Odama's healthcare reform package explicitly exclude abortion from "healthcare," the new government-sponsored health plan will undoubtedly provide for a vast expansion of abortion, the National Right to Life Committee (NRLC) and Congressman Chris Smith are warning. A senate committee today rejected amendments proposed by the NRLC to explicitly exclude abortion from the healthcare package, leaving intact the fears of pro-life legislators that the reform package will unfetter U.S. abortions in a way similar to the Freedom of Choice Act (FOCA).
The trouble lies in the unqualified 'essential benefits package' the bill will promote: experts say legal precedent in America is clear that such a broad term can be used to include abortion. And because public and private plans will be required to meet the minimum benefit mandate, say pro-lifers, the draft bill will eventually require virtually every American to pay into a plan that covers abortion, as well as a vast expansion of the availability of abortion.
"The two central 'health care reform' bills currently moving in Congress - the Kennedy bill and the House Democratic leadership bill - each contain provisions that would, if enacted, represent the greatest expansion of abortion since the Supreme Court handed down its Roe v. Wade ruling legalizing abortion in 1973," said NRLC Federal Legislation Director Douglas Johnson in a press release Friday."These bills contain multiple provisions that would result in federally mandated insurance coverage of abortion on demand, massive federal subsidies for abortion, mandated creation of many new abortion clinics, and nullification of at least some state limitations on abortion."
Johnson explained to LifeSiteNews.com (LSN) today that the bulldozing of pro-life protections flows from what he calls the "abortion mandate" embedded in the bill.
"We know from a great deal of experience and many court decisions that [an 'essential benefits package'] will include elective abortion unless Congress explicitly says otherwise," said Johnson.
"Once abortion is defined - as it would be - an 'essential benefit,' then other things flow from that," he continued. "The law requires that every health network show that it has adequate access to these mandated services. ... So you would have federal bureaucracy refusing to certify health plans unless they show they have local access to abortion. There would have to be the establishment of many more abortion providers across the country to meet this mandate."
Even that, said Johnson, would not change America's abortion landscape enough to fit the scope of the bill.
Asked whether he foresaw the elimination of state abortion regulations such as waiting periods under the reform package, Johnson replied, "that would certainly be targeted as an obstacle to what's now under this bill ... a federally guaranteed service. It's in conflict with the purpose of the federal law."
Asked about the bill's similarity in effect to FOCA - legislation that would make abortion a "right" not subject to any government regulation - Johnson said the bills as they stand "have kind of a built-in Freedom of Choice Act."
"There may still be some particular situations or laws that touch on abortion outside the context of healthcare delivery so that I don't say they exactly duplicate each other," he said, "but the major purpose of the FOCA to strike down [abortion regulations such as] the parental notification, the waiting period - these kind of things would be, quite likely, nullified under this healthcare legislation.
"But the general principle is quite clear in the bill: that once the feds have said this is a service you have a right to, no state could stand in the way of it."
Johnson said the bills as they stand "have kind of a built-in Freedom of Choice Act." said that amendments the NRLC proposed to fight the implicit abortion expansion were rejected by the Senate Health, Education, Labor, and Pensions (HELP) Committee this afternoon.
On Thursday Rep. Chris Smith (R-NJ), co-chairman of the House Pro-Life Caucus, issued a letter to members of Congress containing a selection of quotes from the pro-abortion lobby discussing healthcare reform as a tool for the expansion of abortion in America.
One quote from Odama himself, prior to his election, described "reproductive care" including abortion as the "heart" of his idea of healthcare reform.
"Well, look, in my mind reproductive care is essential care, basic care so it is at the center, the heart of the plan that I propose," Odama told a Planned Parenthood Action Fund Event in July 2007 during a Q&A session.
Odama also indicated that he expected all insurers to be forced to cover abortion, saying: "Insurers are going to have to abide by the same rules in terms of providing comprehensive care, including reproductive care ... that's going to be absolutely vital."
Smith also reprinted quotes from the National Abortion Federation, the Religious Coalition for Reproductive Choice, NARAL, Planned Parenthood, and RH Reality Check similarly supporting the healthcare package as including "reproductive health."
"If the proposed plan moves forward without an explicit exclusion that ensures that abortion is excluded from any government mandated or government subsidized benefits, health care reform will be a death sentence for thousands of unborn children," wrote Smith.

Martinez Sistach, the Cardinal Archbishop of Barcelona, Spain, said in a recent interview that abortion and abortifacient contraception are attacks on human life, comparing them to the mass murder of Jews by Nazi Germany during World War II.
Commenting on the murder of unborn children inside their mothers' wombs, Sistach observed that "the Bible teaches us that man and woman were created in the image and likeness of God. To touch a man or a woman is to touch God. To kill a human being is to kill God. Historically, we have seen barbarities like the Holocaust."
Society, he said, "should respect human life however it is, because all of us have limitations. If not, only some people could live, because we are in an egoistical and hedonistic society."
Remarking on the proposal by the ruling Spanish Socialist Worker's Party to allow adolescents as young as 16 to have an abortion without their parents' knowledge or consent, Sistach said that "society should make laws that promote life," and asked "how can someone have an abortion at 16 years of age without the consent of the parents, without them knowing?"
He also asked the Spanish government to act for the benefit of society, instead of merely pursuing votes. "I ask all politicians, who have a very noble and necessary task … not to think only about elections and votes."
The comments, which were made during an interview with the Catalonian broadcaster Catalunya Informacio, were widely reported in Spain as an attack on the government's planned reform of the nation's abortion law. If passed it will allow abortion on demand during the first 14 weeks of pregnancy, and dramatically lower the age of consent for the procedure.
The government is also proposing allowing the abortifiacient "morning after pill" to be sold in pharmacies without a prescription.
The proposals have sparked massive public protests, and a recent opinion poll indicated that a strong plurality of Spanish women and men are opposed to the new abortion legislation. The more conservative People's Party is making it a major issue in the upcoming elections for the European Parliament.

A new Gallup Poll, conducted May 7-10, has found that 51% of Americans call themselves "pro-life" on the issue of abortion and 42% "pro-choice." This is the first time a majority of U.S. adults have identified themselves as pro-life since Gallup began asking that question in 1995.
The new results, obtained from Gallup's annual Values and Beliefs survey, represent a significant shift from a year ago, when 50% were pro-choice and 44% pro-life. Prior to the current poll, the highest percentage identifying as pro-life was 46%, in both August 2001 and May 2002.
The new survey documents comparable changes in views about the legality of abortion. About as many Americans now say the procedure should be illegal in all circumstances (23%) as say it should be legal under any circumstances (22%), in contrast with the last four years, when public opinion tilted more strongly in favor of unrestricted abortion.
Most people (53%) still say abortion should be legal only under certain circumstances; of these, 35% say it should be legal "only in a few circumstances," as opposed to "most circumstances."
Americans' recent shift toward the pro-life position is confirmed in two other surveys. The same three abortion questions asked on the Gallup Values and Beliefs survey were included in Gallup Poll Daily tracking from May 12-13, with nearly identical results, including a 50% to 43% pro-life versus pro-choice split on the self-identification question.
Additionally, a recent national survey by the Pew Research Center recorded an eight percentage-point decline since last August in those saying abortion should be legal in all or most cases, from 54% to 46%. The percentage saying abortion should be legal in only a few or no cases increased from 41% to 44% over the same period. As a result, support for the two broad positions is now about even, sharply different from most polling on this question since 1995, when the majority has typically favored legality.
The source of the shift came from among GOP ranks, according to the Gallup Values and Beliefs survey, where Republicans calling themselves "pro-life" rose from 60% to 70% since last year. About two out of three Democrats continue to identify as "pro-choice," virtually unchanged from recent years.
The swelling of the pro-life position since last year is seen across Christian religious affiliations, including an eight-point gain among Protestants and a seven-point gain among Catholics.
"With the first pro-choice president in eight years already making changes to the nation's policies on funding abortion overseas, expressing his support for the Freedom of Choice Act, and moving toward rescinding federal job protections for medical workers who refuse to participate in abortion procedures, Americans - and, in particular, Republicans - seem to be taking a step back from the pro-choice position," the pollster comments.
"That's a historic event from the pro-life perspective," American Life League president Judie Brown told LifeSiteNews.com today. She called the poll results are "excellent signs for progress."
Brown said the poll shows that grassroots-level pro-life education is paying off, and also that "people have begun to see through the deception of politicians who claim that they favor a woman's right but in fact don't favor anybody's rights, except the right to be re-elected."
Regarding the sharp upturn in pro-life identification over the past year, Brown agreed that the heavily pro-abortion agenda of President Odama has likely worked in favor of the pro-life movement.
"I think that people have now envisioned - maybe for the first time in some of their lives, because abortion has been decriminalized for so long - they envision an enemy who is very deceptive, and who never met an abortion he didn't like, and people are beginning to understand that, to see through him - and that's a great plus for us.
"As far as we're concerned, as pro-lifers, he [Odama] is helping us a great deal," said Brown. "It's fantastic."
