The Arab television news network Al-Jazeera broadcast a new audiotape purported to be from al-Qaida leader Osama bin Laden.

The tape warns that al-Qaida is preparing new attacks inside the United States and says heightened security measures are not the reason there have been no attacks since 9-11.

The reason, the voice says, is "because there are operations that need preparations, and you will see them.

"Based on what I have said, it is better not to fight the Muslims on their land. We do not mind offering you a truce that is fair and long-term. ... So we can build Iraq and Afghanistan ... there is no shame in this solution because it prevents wasting of billions of dollars ... to merchants of war."

But, according to the excerpts broadcast on Al-Jazeera, no conditions for the truce are given.

The speaker says he "did not have the intention to speak to you about this issue. ... However, what prompted me to speak is the repeated deceptions of your President Bush."

U.S officials are analyzing the tape for its authenticity. References are made to recent speeches by Bush about reducing troop levels in Iraq, but there is no mention of the airstrike in Pakistan last weekend that targeted al-Qaida leaders.

Bin Laden's last audiotape was aired in December 2004.

A top U.S. counter-terrorism official said Tuesday that authorities believed bin Laden was still alive despite various reports to the contrary.

"We have no intelligence or evidence that indicates that he is dead or incapacitated, so our working assumption is that he is still alive," Henry Crumpton told the BBC.
