New Orleans and its surrounding area is one of America’s most strategic industrial, transportation and energy producing centers.  One-third of America’s oil production and 20% of our natural gas production are located in the Gulf of Mexico in the area ravaged by Hurricane Katrina and which, at this writing, has been rendered inoperable.  Ten percent of America’s petroleum refining capacity was shut down - all of this coming at a time of rapidly rising energy prices and looming global shortages of oil, natural gas, gasoline, diesel fuel and heating oil.
