    The issue that hits stands Friday reveals how the money was quietly wired from Braswell's foreign bank to the account of Rodham's Florida law firm on January 22 -- the first business day after the pardon was issued.
    "The scenario looks like a payoff and needs to be investigated," a top government official declared.
     The pardon, rushed through on Clinton's last day in office, came even though herbal remedies mogul Braswell is a Clinton-hating Republican who tried to contribute to George W. Bush's campaign.
