Britain Thwarts Bombing of Trans-Atlantic U.S.
Flights in Major Terror Plot...

British officials said Thursday that they had thwarted an advanced plot to blow up multiple trans-Atlantic flights bound for the United States in near-simultaneous attacks over the Atlantic Ocean.
U.K. police arrested 21 people, including the "main players in the plot," in overnight raids carried out across London and Birmingham, British Home Secretary John Reid said. Searches continued in a number of locations. Those detained are suspected of being in the final planning stages of a plot to carry out what U.S. and British security officials describe as the biggest terrorist attacks since Sept. 11.
"We think this was an extraordinarily serious plot, and we are confident that we've prevented an attempt to commit mass murder on an unimaginable scale," London Deputy Police Commissioner Paul Stephenson said.
The identities of the suspects were not revealed, but London's Metropolitan Police commissioner told reporters that before the overnight raids, "community leaders" had been alerted. A U.K. police official, who spoke on condition of anonymity because of the sensitivity of the case, told the AP that the suspects were "homegrown," though it was not immediately clear if they were all British citizens. Police were working closely with the South Asian community, the official said.
Flights in and out of London's three largest airports have been delayed, and thousands of passengers wait in departure lounges. All European flights into London have been cancelled as U.K. officials raised the country's terror-threat level to "critical" -- the country's highest level. It is the first time British officials have designated a threat so high.
Homeland Security Secretary Michael Chertoff told reporters early Thursday that his U.K. counterparts had briefed his office about the terrorist plot, which he described as well-financed and in the final stages of execution.
"It was sophisticated, it had a lot of members and it was international in scope," Chertoff said. "It was, in some respects, suggestive of an al-Qaida plot."
Chertoff ordered the Transportation Security Administration to raise its terror-threat level to red or "severe" -- the highest designation in the United States.
British officials continue to investigate the plot, details of which remain sketchy. U.K. Home Secretary Reid suggested the plotters intended to use liquid-based explosives. Chertoff said the plotters planned to smuggle bomb components on board in carry-on luggage disguised as beverages and other items that appeared benign but, when mixed together, would create an explosive device.
U.S. officials have temporarily banned all liquids, including hair gels, lotions and non-prescription medicines, from carry-on bags on flights departing from U.S. airports. Chertoff has also dispatched U.S. air marshals to Britain to beef-up security on U.S.-bound flights.
British authorities have taken similar measures, banning carry-on luggage on all trans-Atlantic flights. Huge crowds formed at security barriers at London's Heathrow airport, as officials searching for explosives barred nearly every form of liquid outside of baby formula.
Two U.S. counterterrorism officials told the Associated Press that the terrorists had targeted United Airlines, American Airlines and Continental Airlines. They spoke on condition of anonymity because of the sensitivity of the case.
A U.S. intelligence official said the plotters had hoped to target flights to major airports in New York, Washington and California.
"We do believe the plot involved flights from the U.K. to the U.S. and was a direct threat to the United States," White House spokesman Tony Snow said. He said that President Bush, who is vacationing at his ranch in Crawford, Texas, was briefed on the situation overnight by British Prime Minister Tony Blair and by aides.
Chertoff said that the arrests in London "have significantly disrupted the threat" to the United States. "But we cannot be sure that the threat has been entirely eliminated or the plot completely thwarted," he said.
He added, however, there was no indication of current plots within the United States.
