China is expanding military and economic ties with Latin American countries...

China is expanding military and economic ties throughout Latin America, taking advantage of a wave of anti-American candidates who have come to power and a U.S. aw barring military training and aid to a dozen Latin countries.

“China’s profile in the, region has been ratcheting up sharply,” said Thomas Shannon, assistant secretary of State for Western Hemisphere Affairs. Shannon traveled to China last month to discuss with Chinese leaders their country’s growing role in the United States’ backyard. He was the first U.S. official in his position to do so. “We thought it was a good time to talk,” Shannon said.

China’s trade with Latin America was $40 billion in 2004, a 54% in crease over 2003, according to the Inter-American Dialogue, a Washington think tank China is investing more in Latin America than any region outside Asia, according to a 2005 study by the consulting firm Booz Allen Hamilton.

Army Gen. Bantz Craddock, head of US. Southern Command, told the House Armed Services Committee in March that China’s military is stepping up its involvement, “offering resources to cash- strapped militaries and security forces with no strings attached.”

China has had exchanges of senior defense officials with Ecuador, Bolivia and Chile and provided military aid and training to Jamaica and Venezuela, according to Jose Ruiz, a spokesman for Southern Command.

China’s ambassador to the United States, Zhou Wenzhong, said U.S. fear of China’s role in the region is “unnecessary.”

He told the Council of the Americas on Wednesday that Chinese in vestment in the region is $4 billion, compared with $300 billion by US companies, and that “a stable and prosperous Latin America is in the shared interests” of China and the United States.

However, in 2004, Chinese President Hu Jintao announced that China planned to invest $100 billion over 10 years in Latin America.

China sees Latin America as an important source of natural resources, including oil, nickel, copper and iron ore, as well as foodstuffs such as soybeans.

China’s growing role coincides with elections that have brought populists and leftists to power in Venezuela, Brazil, Argentina, Uruguay and Bolivia. A populist is leading in Peruvian elections this month, and Mexico and Nicaragua may choose candidates hostile to the United States later this year.

A 2002 US. law bars the United States from giving military aid and training to countries that have refused to promise immunity to U.S. service members from prosecution by the International Criminal Court.

The Bush administration refuses to participate in the Netherlands-based court, which was founded in 1998 to prosecute crimes against humanity The U.S. government worries that U.S. personnel might be subject to unfair prosecution.

Under Bush administration urging, 98 countries have promised immunity to Americans. Twelve countries in. the hemisphere — Mexico, Barbados, Bolivia, Brazil, Costa Rica, Ecuador, Paraguay, Peru, St. Vincent and the Grenadines, Trinidad and Tobago, Uruguay and Venezuela — have refused. Those countries had in the past received US. Training or aid Ruiz said.

Secretary of State Condoleezza Rice said on a recent trip to the region that the result of the law has been “the same as shooting our- selves in the foot.”

Shannon said the Bush administration is considering exercising a provision in the law that allows the government to waive the rule and restore military aid. “The proper response (to China’s expansion) is to make sure we’re engaged in the region,” Shannon said. “Our intention is to work with everybody who wants to work with us.”

Nicaragua
During the Iran-Contra hearings, the Defense Intelligence Agency revealed that by 1985 the Nicaraguan military was at an all-time high of 62,000. The Nicaraguan government had more forces than the rest of Central America combined, not including the presence of Soviet, Cuban, and PLO advisers.
A 10,500 foot airstrip with six foot deep runways that can accommodate the most deadly Soviet bombers is now completely built at Punta Huete in Nicaragua. This airstrip is already fortified as a military installation. Anti-aircraft batteries and surface-to-air missiles are already in place.
The final plans for the invasion of North America are now being made. Thomas Borge, the Interior Minister of Nicaragua said: "We have Nicaragua, soon we will have El Salvador, Guatemala, Honduras, Costa Rica, and Mexico. One day, tomorrow or five years or fifteen years from now, we're going to take 5 to 10 million Mexicans and they are going into Dallas, into El Paso, into Houston, into New Mexico, into San Diego, and each one will have embedded in his mind the idea of killing ten Americans." (Thomas Borge, Nicaragua Interior Minister as quoted in the Washington Times, March 27, 1985)

Panama
Bill Gertz, in his latest book, The China Threat, exposes the grave national security risks that have accompanied the turnover of the Panama Canal. Former President Clinton, when asked about Chinese involvement in the Panama Canal, responded, "I think the Chinese will, in fact, be bending over backwards to make sure they run [the Panama Canal] in a competent and able and fair manner... I would be very surprised if any adverse consequences flowed from the Chinese running the canal." In effect, an admission of Chinese involvement in the Canal. Clinton later made a "clarification" as he had said too much, and had alarmed many Americans. The company in question, Lampoa-Hutchinson, is run by Hong Kong billionaire Li Kashing, known to have strong ties with the People's Liberation Army. This company now owns the entrance and exit ports to the Canal.
     U.S. Representative Dana Rohrabacher has stated, "Li Kashing and his Hong Kong-based company [Lampoa-Hutchinson] and subsidiaries are closely associated with the Beijing regime and have a history of acting as sources of funding or acting as intermediaries in deals for the People's Liberation Army."
     In a August 1, 1999 letter to former Defense Secretary William Cohen, Senator Trent Lott stated that the Chinese shipping company had gained great control over the Canal and could use the ports to deny passage to U.S. ships. He wrote, "It appears that we have given away the farm without a shot being fired."
     The implications of Chinese involvement are enormous. Admiral Thomas Moorer describes the scenario well:

Thanks to Bill Clinton and China's recent, wholesale acquisition of U.S. military technology, China is now building weapons of mass destruction at breakneck speed and rapidly becoming a global military power. Control of the Panama Canal will give Communist China a beachhead for expanded aggression in Latin America and direct assault on the U.S. ("Analysis: America risks a nuclear Pearl Harbor," Admiral Thomas H. Moorer, November 17, 1999)

Furthermore, there is recent activity in Panama that indicates a communist-backed destabilization. Newsmax.com reports:

On Wednesday, May 9, some 10,000 demonstrators took to the streets, effectively shutting down Panama City… An old State Dept. hand very familiar with the situation in Panama tells NewsMax that the labor unions taking to the streets are backed by Fidel Castro. Read more…

Chinese missiles being shipped into Panama?
Bill Gertz presents an even more ominous scenario of Chinese control of the Canal. Gertz cites Constantine Menges, a senior White House National Security Council specialist during the Reagan administration, who has a very good track record in forecasting communist moves. Menges has these dire words:

Geopolitically, China sees its location in Panama as a place where it can establish a base of influence in a small country, using political and commercial means, where it can work closely with its new ally Cuba to help those who oppose the United States in Latin America, and where it might also be able to position weapons such as medium-range missiles that potentially could be used to threaten the United States in times of crisis, or times of the choosing of the Chinese regime. (China Threat, Bill Gertz, 95)

     Gertz reports that China has two new medium-range missiles that are transported and fired from truck launchers, small enough to be concealed in shipping containers. One of these Chinese missiles, the DF-31, has an explosive yield of 0.3 -1 megaton (between 20 - 60 times more powerful than the atomic bomb dropped on Hiroshima). In declassified spy photos obtained by Gertz (see China Threat, 235), it is clear that these small, mobile Chinese missiles could easily be shipped into Panama without being detected.
      This analysis by Gertz is very important, for it would shed new light on Our Lady's message of March 26, 1983: "My child, the last time We spoke to you, We told you that there was a far greater message to be given to mankind. This is the message: That Russia plans to invade the United States with missiles!"
      And the message of June 18, 1987: "Already there are plans afoot, and in the making, with missiles and all dire instruments of destruction. These plans are being formulated from Nicaragua, to go into Mexico, and thereupon into the United States."

U.S. - Mexican border
Constantine Menges also expressed concern that Chinese support for anti-American subversion in the region will affect Mexico, which is politically fragile. He cites Mexico's expanding energy needs, and that a combination of Chinese commercial relations with Mexico and covert Cuban subversion could effectively combine, bringing a radical communist regime into Mexico over time. According to Bill Gertz, the threat to the United States in that scenario is obvious. Mexico's border with the United States is two thousand miles long, and, as Menges states, "this could pose a serious problem to U.S. national security." (China Threat, 98).
Just for speculation sake, what if DF-31 missiles and launchers have already been shipped into Panama, and moved by freight train to some complicit Mexican company just south of the U.S. - Mexico border? Isn't this a possibility?

Chinese at U.S. - Mexican border?
Some months ago we received an email concerning reports of Chinese sighted at the U.S. - Mexican border. The author of this email was reportedly in contact with a U.S. Customs agent, who verified this claim:

In October, the 25th [2000] I think it was, some border patrol agents were fired upon by apparent Mexican military members. Upon further checking, the military members turned out to be "orientals"... perhaps North Korean or Chinese.... What I DID get was a personal confirmation from a lady friend of mine who works in the USAF Reserves with me - who also happens to be a US Customs Agent. She confirmed for me that there are indeed incidents that happen "all the time" (her words in quotes) regarding North Koreans, Chinese and Cubans. These "incidents" are usually kept "hush hush" and Border Patrol, as well as Customs folks are admonished not to chat with the Press about such things.

Also, a report from "Strategic Jungle" on January 2, 2001 says the same:

American law enforcement sources also report continued sightings of Asian soldiers in border areas. After the Oct. 24, 2000, shooting incident involving Border Patrol agents and what appeared to be Chinese soldiers in Mexican army uniforms near Otay Mesa, sightings have increased but no further incidents have been reported. “We continue to hear reports from illegals coming across the border that swear they have seen Chinese soldiers dressed like Mexicans,” a senior San Diego law enforcement officer said. Furthermore, there are reports of bounties being placed on U.S. Border Patrol agents:

Earlier, however, the Border Patrol agents' union alleged a far more sinister explanation for the shooting -- that the Mexican soldiers who shot at U.S. agents may have been attempting to collect a drug trafficker's bounty by killing U.S. law enforcement personnel…. As confirmed by Border Patrol officials, the Juarez cartel, one of Mexico's biggest drug gangs, has indeed placed a bounty of $200,000 on U.S. lawmen. (Border accident or bounty hunting? Invasion with troops and missiles
An ominous vision given to Veronica in 1977 pulls together a lot of the information given above, that is, the outline of a future communist invasion of the U.S. through Mexico:

Veronica - There are now areas being like pinpointed upon the map. I see California. It looks like southern California, and there are two dots on that side of the map, two in southern California.
     Now there is a line developing. It's sort of an area—I can tell that it's a line that's marking out something. It's going directly across the southern part of the United States, and it's stopping just over the left border of Georgia, and there's one point being made there. They're like—seem to be landing points for something going to happen.
     Now the line continues and it's now swerving upward and it's going into North Carolina. And then, suddenly the line is like—oh, I don't know—taking a fast curve over to the east coast. But then, as it goes along the coast, I see a large question mark. It appears to—that line appears to be heading northward along the east coast, and there's another question mark. I don't know how to explain it. It's a very ominous looking map.
