The Guatemalan morning newspaper La Prensa Libre, August 1, 2003 reports that at least 15 countries besides the United States have in various forms legitimized the "sin of Sodom", one of the four great sins that cry to Heaven for vengeance (extreme punishment):
In May, Argentina became the first Latin American country to approve the civil union of gays and lesbians, with the same equal rights as those of heterosexuals.
On July 17 the government presented a bill that authorizes these unions, which are already legal in two provinces of the country.
In December 2000, the Senate adopted a law, which authorizes marriages between homosexuals and the adoption of children by two parents of the same sex.
Last January a law was adopted that authorizes the marriages between homosexuals with the same rights as heterosexual couples, a norm which went into effect June 1st.
In October of 1999 a text was adopted that legalized non-married couples, among them homosexuals: the Civil Solidarity Pact, PACS (by its initials in Spanish).
A common-law contract that went into effect August 1, 2001, contemplates similar rights as those of common-law marriages, such as adopting the last name of the couple.
In July the Parliament adopted a law that concedes homosexual couples the same rights as those granted to heterosexual couples who live together outside of wedlock.
Only in the regions of Zurich and Geneva has a “civil solidarity pact” been created. Consultations have taken place with the purpose of presenting a bill referring to homosexual couples.
On June 30, the government published a controversial reform project that foresees granting homosexual couples the same rights as that of heterosexual couples.
Some autonomous regions like the Basque country; Andalusia and Catalonia have promulgated laws as to the “union” of same-sex couples.
Denmark was the first Nordic country that in 1989 promulgated a law which permits two persons of the same sex to register their union civilly. Norway followed in 1993, Sweden in 1994, Iceland in 1996 and Finland in 2002.
