While US bishops continue to line up on either side of divided opinion about pro-abortion 'Catholic' politicians' reception of communion, Church officials outside the US are becoming ever more outspoken. The President of the Pontifical Council for Health Pastoral Care, and the Mexican Theological Society, Javier Cardinal Lozano Barragán, said at a conference on Pastoral Health Care in Mexico City that any group that promotes or participates in abortion cannot be considered Catholic. "Those who encourage abortion, those who obtain abortions, those who perform them, are outside the Church," he said.

In his capacity as president of the Pontifical Council for Health Pastoral Care, he has addressed the misconceptions that Christian ethics is in accord with modern bioethics. He said that the Church would never relax its vigilance against abortion. "The Fifth Commandment says, thou shall not kill. Abortion kills, therefore it is murder, and the worst part is that it's the mother who kills her own, defenseless child," he said.

In February of this year, on the eve of the World Day of the Sick, Cardinal Lozano Barragán decried what he described as the 'new paradigm' in bioethics. Speaking at Lourdes he said that the new paradigm precluded the Christian understanding of God. He warned that the new ethics is being promoted by the United Nations and the World Health Organization and the United Nations Educational, Scientific and Cultural Organization.

At the Mexico conference, Cardinal Lozano Barragán reiterated the Catholic ban on artificial contraception, the so-called 'morning after pill,' and the use of condoms to prevent AIDS. These form a major part of the population control work of organizations like WHO and UNESCO.
